Kevin brady has an interesting post on "How to recruit best of breed Project /Programme Managers?" He talks about the competencies to look for (Behavioural/Technical) and his interview strategy (Scenario based).
 
What he talks is the ideal way of doing but i am not really sure, how many people you will get if you start doing it in that way.
 
As he concludes "On a sad note, these scenario-based interviews have always confirmed my opinion concerning the sorry state of professionalism among IT management, and I can totally understand the common disrespect technical staff have of their managers."
